CIB and JAS-MONO Crack Down on Illegal Football Streaming Websites Promoting Online Gambling

The Cyber Crime Investigation Division 3 (CCID 3) of the Central Investigation Bureau (CIB) has launched "Operation VAR", targeting websites that illegally stream international football matches and promote online gambling platforms. The operation follows the policy of the Royal Thai Police and the Central Investigation Bureau to intensify enforcement against all forms of illegal online gambling across digital platforms.

The operation was conducted under the direction of senior officials, including Pol. Gen. Kitrat Phanphet, Commissioner-General of the Royal Thai Police; Pol. Gen. Thana Chuwong, Deputy Commissioner-General; Pol. Lt. Gen. Jirabhop Bhuridej, Assistant Commissioner-General; Pol. Lt. Gen. Trairong Phiwphan, Deputy Inspector General; and Pol. Lt. Gen. Nattasak Chaonasa, Commissioner of the Central Investigation Bureau

Operational oversight was led by Pol. Maj. Gen. Chananan Sarathwanpaet, Commander of TCSD; Pol. Col. Neti Wongkulab, Pol. Col. Pichet Khampiranon, Deputy Commanders of TCSD, who assigned Pol. Col. Chitsanuphong Wai-dee, Superintendent of Sub-Division 3 and his investigative team, including Pol. Lt. Col. Sanya Nilnopkun, Pol. Lt. Col. Isaraphong Thip-a-phakul, Pol. Lt. Col. Chainarong Jomlek, and Pol. Lt. Col. (Female) Phaphimon Chaikhan, along with Pol. Maj. Pokchat Sanguanwaew and Pol. Capt. Chaisit Khemmakaphasit, to carry out investigations into online gambling networks and related cyber offenses.

The TCSD worked in close collaboration with Jasmine International Public Company Limited (JAS) and Mono Next Public Company Limited (MONO), the operator of the MONOMAX platform, to investigate websites illegally broadcasting international football content, including the English Premier League, the FIFA World Cup matches, and other major global leagues. The investigation revealed that www.dookeela4.live had been illegally streaming copyrighted football content in Thailand without authorization from rights holders. The website also displayed banner advertisements promoting multiple online gambling platforms.

Authorities identified operational bases in Phetchabun and Samut Sakhon provinces, leading to coordinated raids at two locations. Two suspects, Phakphum (surname withheld) and Nattabodee (surname withheld), were arrested and confessed to jointly operating the website. Nattabodee served as the programmer, responsible for both frontend and backend systems while Phakphum handled internet system setup and integrated illegal football streaming links into the website. The operation generated advertising revenue from online gambling websites estimated at THB 300,000–500,000 per month. Authorities seized computers, mobile phones, and servers used to operate the platform.

Further investigation revealed that streaming links were sourced from www.soodaza.com, a website aggregating unauthorized football broadcasts and promoting more than 20 gambling websites within the UFA network. The operators were traced to Udon Thani province, where authorities conducted an additional raid.

Two more suspects, Rojanarin (surname withheld) and Kannika (surname withheld), were arrested. Rojanarin acted as the programmer responsible for both frontend and backend systems and Kannika served as administrator, managing clients seeking to advertise gambling websites. This operation generated approximately THB 1–2 million per month. Authorities seized assets including computers, mobile phones, servers, and THB 480,000 in cash. The suspects’ actions constitute offenses related to jointly organizing, promoting, and advertising illegal online gambling activities through electronic media without authorization, in violation of Thai law.
